Appel aux candidats pour deux postes d'expert senior
La Direction Générale de la Coopération au Développement (DGCD) finance le recrutement par l'Organisation mondiale de la santé (OMS) de deux experts seniors.
Le candidat à un poste d'expert senior doit répondre aux critères généraux suivants :
- Etre titulaire d'un diplôme d'études supérieures et d'un diplôme d'études spécialisées ou approfondies;
- Faire la preuve d'une expertise dans un domaine intéressant l'organisation internationale concernée;
- Maîtriser les outils disponibles de l'informatique et de la communication;
- Maîtriser la langue de fonction exigée et avoir une connaissance pratique des autres langues internationales demandées;
- Avoir une expérience professionnelle utile de 10 ans minimum;
- Faire la preuve d'une expérience dans la gestion de projets ou de programmes dans un contexte national ou international.
Le recrutement de ces experts est effectué par l'organisation internationale elle-même.
La convention de travail est conclue entre l'expert senior et l'organisation internationale selon les conditions définies entre l'organisation internationale et la DGCD. La rémunération est payée en dollars des Etats Unis (USD). Le barème du salaire, fixé par le statut des Nations Unies, dépend de la catégorie professionnelle, du degré de spécialisation et de la durée de l'expérience professionnelle de l'expert (niveau P4/P5).
Les coûts salariaux des experts seniors sont à charge du Trésor belge.
Les candidats désignés doivent avoir rejoint leur poste dans les trois mois qui suivent leur agrément par l'organisme concerné des Nations Unies.
Le délai d'introduction des candidatures est fixé à 30 jours calendrier à partir de la date de la publication de cet appel au Moniteur belge. Le dossier de candidature, à envoyer à l'adresse ci-dessous, doit comprendre une lettre d'intention et un CV actualisé.

WORLD HEALTH ORGANIZATION - WHO
Mozambique (Maputo)
To increase WHO's participation in the process of health sector reforms in Mozambique and to contribute efficiently to the streamlining and strengthening of the United Nations (UN) role in core areas.
Objectives of the Programme and of the Immediate unit or field activity (Overview of the programme)
. To support the country in the process of the Health Sector Reforms, with emphasis on policy development.
. To participate with the national authorities and other partners in the health sector in the strengthening and improvement of health systems in the areas of policy development, health planning, monitoring and evaluation and health financing.
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)
1. contribute to the process of health policy review, under the ongoing health sector reforms;
2. elaborate a strategic development plan for health and coordinate its operationalization;
3. collaborate with the different partners for health development in Mozambique to optimize their interventions;
4. collaborate and interact with other external partners, including NGO's, the private sector and the focal point for the UNDAF Health Theme and Health Donors Group, especially to act as the United Nations Health SWAp Coordinator.
Recruitment profile

Functional Skills and Knowledge (Describe skills and knowledge specific to the post) :
Excellent knowledge of health policy development, planning, monitoring and evaluation, and financing issues; good analytical skills.
Education (Qualifications)
1. Essential : Degree in Medicine or Social Sciences from a recognized university with post graduate studies in Public Health.
2. Desirable : Expertise in health systems development, good knowledge of Public Health issues; ability to work in a multi-disciplinary team.
Experience
1. Essential : at least ten years of practical experience in the field at both the national and international level. 2. Desirable : Experience working with multicultural or bilateral organizations and developing country experience.
Languages
Excellent knowledge of English and a working knowledge of Portuguese. Working knowledge of other WHO official languages will be an advantage.
Suisse (Genève)
The Department's objective is to spearhead global action to address violence and non-intentional injuries as major threats to public health using advocacy, data collection, trend monitoring, evaluation and dissemination of best practices in prevention. The Team's objective is to support countries to define, measure, describe and monitor violence as a public health problem, and 2. to develop a science-based approach to violence prevention in developing countries, especially in the area of interpersonal violence. The cluster endorses the matrix management approach. Consequently, all programmes may contain activities which must follow cross cluster project management approaches and techniques.
Summary of the assigned responsibilities
The responsibilities correspond to the implementation of the recommendations of the World report on violence and health :
1. In close collaboration with regional and country offices, provide technical support to Ministries of Health and other relevant government agencies to ensure the development and implementation of national plans of action for intimate partner and sexual violence prevention.
2. Facilitate development of a WHO-wide public health framework for preventing intimate partner and sexual violence, including violence by males and females towards their intimate partners of either sex, violence in the context of adolescent dating relationships, and sexual violence between strangers and acquaintances. Synchronize the work of the different WHO departments that address these types of violence so that the various contributions are mutually supportive and contribute to WHO's overall violence prevention obiectives.
Essential minimum qualifications that are required for recruitment into this post
a) Knowledge, abilities
Extensive knowledge of public health and good knowledge & Skills, Including of violence prevention in developing country contexts.
b) personal qualities & human relationships
Excellent leadership, project management and performance management skills. Ability to foster teamwork and to establish and maintain effective working relationships. Publications in peer-reviewed journals.
Additional desirable qualifications
Knowledge of other disciplines concerned with violence prevention, such as law, criminal justice and gender studies; knowledge of how violence prevention relates to other international health topics.
c) Length & nature of at least 10 years of professional experience at the national and/or international level in the field of public health and organizations.
